The Maktuvian Kingdoms were established thousands of years ago by the Air Macen living in the Maktuvian valley. The old Maktuvian mostly stuck to their own valleys - splitting up into different kingdoms at time and waged war with eachother, while being attacked and predated on by the dragons living near them.
The Maktuvian kingdom were conquered by the Ardent - an angelic like race who claimed a divine mandate and brought with them great magic and technology - iron and steel that would've seemed magical to the original Maktuvian, they also brought with them a new monotheistic religion they imposed on the natives.
The Ardent embedded themselves as the ruling caste and eventually tamed and hunted down the dragons in the mountains - leaving some of them alive to be used as war machinery.
History
The Kingdom of Maktuvia used to be a much bigger entity - known as the Maktuvian Empire. Around a hundred years after the Maktuvian tamed the dragon in their valley - they sailed east and rounded the Cape of Venariddho - finding large, untamed grassland with large herd of roaming bison. There, they conquered and annihilated the natives, who nowaday number in a few thousands, and used the land as a large scale dragon pasture - inducing dragons to move into the lowland to hunt and reproduce, while their ardent rangers would kidnap the younglings of the dragons and tame them for war.
After another twenty years, Maktuvia acquired a large amount of mature dragons and drakelings which they incorporated into their army. Combined with financial reform - and religious zeal, the Maktuvian first conquered ther Paranian living in Parania - converting them to their religion by fire and sword (In the former's case, literal), and then proceeded to conquer most of Ruttenia within the span of 60 years.
For over the next five hundred years, the Maktuvian ruled over the Ruttenian subcontinent north of Gaingia, to the extent that most of the native language has gone extinct and the Maktuvian variety of Ruttenian language became the standard, prestige variety in the entire continent. Eventually, crack showed in the kingdom - frequent civil wars were had, while the dragon pasture's ability to supply dragon were limited - the final straw was when a large amount of dissident, religiously liberal Air Macen rose up in an uprising roughly four hundred years ago, rebelling against the Ardent and Priest dominated hierarchy of the Maktuvian Empire.
In what is known as the Maktuvian Dragons War - nearly 90% of the entire empire's dragons were spent in a civil war against eachother, and millions died as the Air Macen rallied rebellious Ruttenian natives against their master - while the Maktuvian government secured the loyalty of the Paranian through their mutually shared religion. The civil war lasted over 40 years - with over three phase, before the rebels were crushed, and the Maktuvian religion reformed by the central government to give oppressed Air Macen a chance to advance into the hierarchy. Unfortunately - the empire's military, treasury and prestige were decimated, and over the course of the next hundred years - hundreds of thousands of Air Macen living outside of Maktuvia migrated into the Arcane Sea away from what they saw as religious oppression, while many of its provinces became independent.
Maktuvia's strength were permanently maimed by the civil war, and with the western Ruttenian states learning how to counter and fight dragons - and become much more proficient in warfare, Maktuvia seems unlikely to restore its legacy anytime soon. The Kingdom has become somewhat impoverished - having built its economy on plundering the rest of Ruttenia, and neglected the development of its own economy and industry - while a large amount of wealth were spent on maintaining its still effective, but diminished dragon army.
Government
Maktuvia is a theocratic monarchy with the king elected from the "Council of Five Hundreds" - which is a pseudo parliament of sort consisting of roughly a hundred high priest, a hundred Ardent commanders, and three hundred common Ardent nobles - most of them claiming lineage from a prestigious family during the time of the Maktuvian Empire.
Locations
- Makuvoh (180,000): The capital. Disproportionately rich compared to the rest of the country, with many grand architecture from the era of the Maktuvian Empire and splendous temple.
- Tvutitun (80,000): The regional capital of the Maktuvian south.
- Dragon Pasture: is most likely the least proportionally populated fertile land in the entire world, with the entirety mostly inhabited by small villages, the Ardent ranger, and a single fortified city dedicated to processing dragon before sending them to the west - nomadic population and natives also live there, taking advantage of the depopulated area to feed their herd, praying their animals instead of themselves become the dragons' prey.
Military
The Maktuvian have a combined arm army but does not utilize conventional cavalries - instead relying on a large amount of wyverns and drakelings as mount, despite their much worse logistical attribute - the ability to breath and attack as a mount is considered much more important in Maktuvian doctrine (Which is one reason they are unable to repeat their earlier military feat).
The Maktuvian are known to have around two hundred mature dragons, maintained at great expense by the Maktuvian Dragoons. And the Light Dragoons - numbering around two thousands, ride on lesser draconic creatures. The rest consists of normal infantry and a large amount of elite Ardent infantries.
